Re-introduce stocks in towns for petty crimes

Additional Information

If an offender is guilty of a petty crime, instead of giving them a suspended sentence or a small fine, which is basically a warning, let us be able to lock the offender in a set of wooden stocks in the middle of town, with a large sign stating what the crime was.
This would be embarassing for the offender, and a possible deterent from further crimes
