Dog licence for all dog owners

I propose that everyone that is a dog owner,has to pay a yearly licence to keep one .also that every breeder will not be allowed to sell puppies unless the potential owner can provide a new licence .it would be illegal not to have one .it should be a credit card size and carried on person or provide within 7 days of being asked .the money paid for llicensing could be used for hiring and training more dog wardens
