Get rid of Parish Councils
These may be elected bodies but once elected they are not subject to any control except pressure from their electorate, which they can ignore. They spend Ratepayers money and collect allowances for their efforts, plus the odd jolly! There are two 'local' Government tiers above them that can easily incorporate any work that they might do.
