Ban Plastic Carrier Bags

Additional Information

Completely ban plastic carrier bags. Forcing customers to pay for bags at the checkout doesn't work. The only way to get rid of them is to completely ban them and make customers bring re-usable bags otherwise they won't have anything to carry their purchases.
