Stop the staff of any Government department from keep ringing the speaking clock

Additional Information

It has recently been reported in the press that one government department spent thousands of pounds in just ringing the speaking clock. Surely, they have other ways of finding out the time like clocks or watches. The Secretary of State for this particular department wants more money from the public purse but cutting the welfare budget even more so people have to lose their benefits to pay for civil servants running up bills by ringing the speaking clock.
