Ask Romania for proof that EU money is not being used for mass killing of dogs and cats - even in public shelters

Additional Information

We would like proof that money is not being used for the inhumane slaughter of stray animals, instead of being directed towards neutering and education. Current methods are brutal and violent. We would like the government to ensure that money is being used for humanitarian purposes, please.
