Bedroom Tax Effect On Living Wage

As the government states that we all should or do have a living wage, why has a bedroom tax been introduced which therefore will take people below what they decide is that living wage.What therefore constitutes the living wage.
The government should inform us of the above and must tell us why the figures are changeable and what theory they employ before and after.
