Temporarily relax the cap on student numbers at universities
Revise upwards the cap on student numbers at universities to allow them to recruit based on predicted grades without being fined.
The current situation where young people have had their A level grades reduced by a fixed algorithm is unjust and disproportionately affects disadvantaged areas. Universities could allow more students to enter but would face significant fines for breaching their capped student numbers.
