Allow microchip to be proof of ownership
Currently microchipping a dog is compulsory in the UK but is not recognised as proof of ownership . Cat microchipping is not compulsory and is also not recognised as proof of ownership .
Pet theft is on the increase in the UK . If a pet is recovered either by the police or a shelter, the owner can be traced by a registered microchip.
If the law is changed to add a registered microchip can be deemed proof of ownership, many distraught owners will be able to have their pet returned

Where contested, establishing proof of ownership is a matter for the courts, not the Government or House of Commons.
