Require all dogs to be leashed when on public footpaths
Enact a law that requires dog owners to keep their dogs on a leash while walking on any public footpath, i.e. prevent dogs running free while on any public footpath
As an regular walker (walking on pathways) I have encountered numerous dogs being allowed to run free without their owners having the slightest control over their behaviour. I have been hit in the knee by a dog at full pelt causing severe bruising, I have seen a small child knocked over. Only about 5% of owners have sufficient control to be considered responsible. Most owners couldn't care less what mayhem their dogs cause. Dogs should only be let off their leash in an appropriate open area.
