Force local councils to abide by the Highways Act 1980
Introduce legislation to force local Councils to obey the Highways Act 1980, which clearly states it is illegal to cause Obstruction of highways and streets.
I believe the Government is ultimately responsible for local Councils abiding by the laws of our country and if the Councils will not abide by such laws that the Government should force them to.

You could start a new petition setting out more clearly what concerns you have about the behaviour of local authorities, and what you want the Government to do about this.
