Add Alcoholics Anonymous and Narcotics Anonymous fellowship meetings to the exception list for 'Rule of Six'

Additional Information

AA and NA meetings are a critical part of a recovering addict's daily lifestyle and without which many could revert to alcohol or substance misuse. They need their meetings to be an exception to the 'rule of six' legislation announced on the 9th July 2020 by the Prime Minister. The meetings are run by volunteers most of which are also recovering addicts. The prior limit of 30 people allow for positive and meaningful meetings which are beneficial to addicts and society as a whole
