Stop people on jobseekers allowance and criminals from buying alcohol and cigarettes

Additional Information

Create a system where everyone regardless of age must be asked for ID when buying cigarettes or alcohol, if they are on Jobseekers allowance or have been convicted of any crime with a sentence any longer than 2 years then a small chip in their ID card, when scanned will alert the person selling them the items that the customer is banned from the products.
