The Government e-Petitions Team gave the following reason:
It's not clear if you want vehicles under 250cc to be banned, or if you want anyone who has passed their compulsory basic training to be able to ride vehicles of up to 250cc.
We have published the following petition, which you might like to sign:
Allow motorcycle CBT holders to use a 300cc engine: petition.parliament.uk/petitions/553223
If you would like the Government to ban vehicles below 250cc you could start a new petition, stating more clearly that this is what you want to happnen.
