If a country requires Quarantine restrictions on return. passengers are at unethical risk. Tour operators are abusing consumer rights to refund when the Government imposed restrictions are lifted to state 'ONLY required to quarantine.'Consumes are left suffering 90-100% loss

This is a government imposed restriction, which is creating a loop hole in the system.

CONSUMERS NEED FULL FINANCIAL PROTECTION :
Operators must offer, FULL REFUND OR AMENDMENT AT ANY STAGE, prior to travel. if ANY restrictions imposed

YOU ARE PUTTING CONSUMERS AT FINANCIAL RISK & AT HEALTH RISKS < BY ALLOWING THEM TO TRAVEL - IF a country is not safe, remove quarantine restriction and impose ADVISE AGAINST TRAVEL.

It is not clear exactly what other actions you want the Government to take. Airlines and travel operators are required to provide refunds if they cancel services, but compensation for not travelling for other reasons is a matter for individual operators or insurance providers.
