Regulate dog swimming pools and set a minimum qualification.
Dog swimming pools should be regulated. A minimum qualification level should be enforced in water training for dogs and water hygiene. Those already in the industry should also meet a minimum standard. With no regulatory body anyone can open a dog swimming pool.
Set up a regulatory body and qualification for those operating and working in a dog pool. They should have to prove they are fit and proper to safely teach dogs to swim, handle nervous dogs in water and keep the water hygienically clean. Dogs are being thrown into pools, handled poorly and dangerously in overcrowded situations and in some filthy water. Some are simply dangerous.

The Government e-Petitions Team gave the following reason:
We can't accept your petition because the UK Government and Parliament aren't responsible for the issue you raise. The UK Government and Parliament aren't responsible for creating qualifications .
We could accept a petition calling for the establishment of a regulator for all animal trainers, if that's what you'd like to see happen.
