Hold UK wide referendum to disestablish the Welsh, Scottish & NI assemblies?
They are divisive, costly and over represent electorate in the sub countries thereby disadvantaging English electorate.
They can and do overrule UK government rulings.

We're not sure exactly what you mean by "can and do overrule UK government rulings." The powers of the Devolved Administrations are set out in law, and cannot replace or overrule the UK Government or Parliament other than in issues that are devolved.
You could start a new petition explaining clearly what you would like the Government or Parliament to do.
