Hold a referendum on establishing an English devolved parliament
To ensure England has parity with devolved nations with members of an English Parliament voting on England-only issues. The same as devolved parliaments.
Despite provisions for English Votes for English Laws, MPs from Scotland, Wales and Northern Ireland can still vote on legislation exclusively affecting England. An English devolved Parliament should be established so this no longer happens.
