Exempt Income Tax for elderly who are paying for their own care when their pension is less than £20,000 a year

Additional Information

Elderly who pay for their own care (either in a nursing home or in their own home) and have a pension of less than £20,000 a year should be exempt from income tax to help them with the rising cost of care in this country.
