Carlisle traffic nightmare

Additional Information

Carlisle is a historical city being ruined by poor traffic management by Carlisle and Cumbria county council.
A 10 minute drive into the city used to take 10 minutes now after a city bypass has been built it now takes 40 minutes.
I want the department of transport to investigate who runs and manages Carlisle traffic and why is it even worse after a bypass has been built
