Make parents pay for free milk

My wife works and pays for milk for my child it cost £20.78 for 10 months milk that is 50p a week i think that parents with 1 child on benefits should be able to afford this amount any parents with more than 1 child e.g 2 or 3 should get some paid by the government and some by the parent.
