Make fireworks illegal except on Bon fire night and new year's Eve.
Limit people setting off fireworks any time they please. Make it illegal to set off fireworks except on specific days off the year.
Give people with nervous animals a chance to calm pets and know exactly when fireworks will be allowed to be used. Bon fire night and new year's eve. If it's illegal to set them off any other time will mean nervous pets can live in peace. Knowing it's only 2 nights a year.
