Ban non-recyclable long-life food packaging before the next election.
Dried pasta should be packaged in paper or recyclable plastic. A few brands already do. Ditto for dry lentils, salt, any & all long-life foods.
Government can force change without spending a 'penne' of taxpayer's money. Simply ban non-recyclable packaging for long-life foods by the next election.
A UK-wide ban will force change & as most dry pasta is imported it will likely prompt change abroad as well. Four years is plenty of time for manufacturers to adapt.
