Mandatory Registration and Insurance for all cyclists using public roads.
Mandatory Registration of cyclists who use public roads. (Cyclist mandated to have visible registration ID on display whilst cycling on the road.)
Mandatory Insurance for cyclists who use public roads.
(Registration and insurance for individual cyclists rather than individual bicycles.)
The number of cyclists on public roads has vastly increased.
At present a cyclist has no legal requirement to obtain insurance to cover for accident damage to other road users.
If travelling over 15mph a cyclist is expected to travel on roads in close proximity to vehicles rather than cycle paths.
Example of problem - In towns and cities cyclists are permitted to move past stationary vehicles to proceed to traffic lights within close proximity to vehicles. If a car is scratched who pays?
