Scrap the idea of pay as you drive.
Scarp the scheme of pay as you drive roads.
It would cause more issues then it would be solving, it would cause the prices of products to rise, it's an unfair scheme, it's forcing people to work locally not around the UK causing a slowing of production repair or maintaining of key assets to the UK and will force the lower paid further in to debt.
