Give a clear set of information how areas are put in or out of tiers.
The tier system seems to the public as inconsistent with no clear guidelines on how they are put into or out of tiers. Some members of the public and some in hospitality have questioned that areas are being put into lower tiers while other areas with lower R number are being placed into higher tiers
The government need to issue clear and fair guidelines on how a area is put into or out of a tier so as to give business owners and the public a clear idea what actions need to be done and give them clarity.
This also is needed to prove consistent fair implementation of tier level and isn’t being made on a economic level.

The Government e-Petitions Team gave the following reason:
The Government published details of how it would decide which areas would be put into which tiers in its Winter Plan, published on 23 November (see page 28): assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/937529/COVID-19_Winter_Plan.pdf
The Government has also published a framework of how areas are allocated in its analysis of the health, economic and social effects of COVID-19 and the approach to tiering (see page 20): assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/939876/Analysis_of_the_health_economic_and_social_effects_of_COVID-19_and_the_approach_to_tiering_FINAL__SofS_.pdf
If you want the Government to publish something that is not covered in the above documents, you could start a petition requesting this, but it would need to be clear exactly what information you want the Government to provide.
