Link the two northern branches of HS2 with a new fast rail line along the former Woodhead route.
If there is to be a new HS2 line linking Manchester on the one hand, and Yorkshire on the other, with London, is there not also scope for linking the two northern branches by providing a new, faster connection over the Pennines? The course of the former Woodhead line already has a track bed and tunnel, and the reopening of this route to fast trains would similarly increase capacity, and shorten journey times, between the major economic centres of the north.
