Make it a requirement for MPs to participate in all votes
MPs are elected to represent their constituents. Abstaining from votes in Parliamentary matters takes away that constituencies voice. The abstain option should be removed, by making voting mandatory.
MPs should be able to offer amendments as they often do. Then based on the facts they have available should only vote for or against. Abstaining for political or career gain is not acceptable in a democracy.
