Enable patients to have a choice of a face to face appointments with their GP.
Allow patients to see their GP when medically necessary.
Not all medical conditions can be treated over the phone, patients need to be seen and examined to be correctly assessed.

The Government e-Petitions Team gave the following reason:
Government guidance allows for GPs to see patients face-to-face if necessary: www.nhs.uk/conditions/coronavirus-covid-19/social-distancing/using-the-nhs-and-other-health-services/.
Whether a GP invites patients to attend an appointment in person is a clinical decision for them, their surgery, and the Clinical Commissioning Group to which they belong, not the UK Government or Parliament.
