Reversal of policy to suspend the Tier restrictions for 5 days over Christmas.
Leave Tier system in place until infection rates are all less than 1.
There is hard evidence that relaxation of the rules in England from early July, families visiting each other en masse in the USA over Thanksgiving weekend, opening up of schools and universities in England in September/October all produced significant spikes in infection rates. If this policy stays in place, there is a serious risk that the country will have to undergo more severe lockdowns in the 1st quarter of 2021.
