To furlough retail workers that work through agencies

Additional Information

Retail workers through agency staff do not mind to work for 9 pound an hour as long as they work and not claim
They want to contribute to the welfare of the country and do not want to live on benefits
They are the disadvantaged ones during lockdown as agency do not pay them anything and dont furlough them
