The Government e-Petitions Team gave the following reason:

People can already be banned from owning animals if they are found guilty of animal cruelty.

You could start a new petition asking for an increase to the minimum sentence for animal cruelty, if that's what you'd like to happen. You can find out more about the current sentences and recent plans for them to be changed here: commonslibrary.parliament.uk/research-briefings/cbp-8612/
