Create an independent appeals institution for CAA decisions
The Civil Aviation Authority makes decisions that affect commercial and private pilots and others depending on licences granted by the CAA. There is a need for an independent appeals institution.
Many pilots, commercial and private, wish to see an independent appeals organisation for decisions the CAA make. Currently there is only the route of judicial review, which is too expensive for most pilots and others in need of licences only the CAA can grant.

The Government e-Petitions Team gave the following reason:
If someone is unhappy with a decision the CAA has made they can complain directly to the CAA, and if they are unsatisfied can ask for their complaint to be referred to an Independent Complaints Assessor, who are contracted by the Department for Transport and are independent of the CAA. If following an ICA review, a complainant does not agree with its outcome, they can contact their MP and ask for their complaint to be referred to the Parliamentary and Health Service Ombudsman (PHSO).
