Make it law that any dog taken to a vet is scanned to confirm ownership.
As it is a requirement for owners to have their dogs micro-chipped, it would further assist dog safety to ensure animals are scanned every time they visit the vets. This would tighten up the possibility of a stolen dog being able to go undetected.
Reinforce the responsibilities of dog ownership and reduce the possibility of a stolen dog re-entering the system.
