Take action to stop drivers using extra spot, fog or driving lights in addition to headlights in perfect driving conditions

Additional Information

Some drivers like to drive around at night in towns with all lights blazing away. Fog or spot lights in addition to Dipped Headlights.
Is it new or young drivers who do this?
Please investigate why they do this, and then introduce counter measures to stop them doing it. Either Police enforcement, or asking car manufacturers to stop fitting Spot lights.
Apart from dazzling other road users, it consumes extra fuel.
