Ban clothes with lifeguard on them if you do not have a valid NPLQ or NBLQ

Additional Information

I believe that the sale of clothes with lifeguard printed across them to people who are not actually qualified lifeguards creates a danger to the public as identification of lifeguards can be hindered by the fact that members of the public are wearing clothing labelled with lifeguard whilst they are at a beach or at a pool and therefore people may appeal to non qualified personnel for help in an emergency.
