Boarded-up houses should be forfeited to the Government after a period of time

Additional Information

Boarded up houses are a terrible waste in a country where shortage of supply distorts our whole economy. If the owner can't be found or is simply not using the property title should vest in the state either to be sold and the proceeds used to support local services or let out as social housing.
