instant lifelong ban to anyone who has mistreated an animal

Additional Information

animals are being given away from pillar to post nowadays and not always to good homes. they are being used for bait and being horribly mistreated by cruel people in this world. I want the government to make it so if you are caught abusing an animal you are instantly put onto an animal offender list. they have a sex offender list so why not one for people who are torturing or mistreating animals, just like sex offenders they dont deserve a second chance, they WILL do it again!
