VAT registration for companion animal sellers

Additional Information

At present companion animals are Zero rated for VAT. This enables breeders to go unregistered and untaxed on incomes which can reach thousands each year. We would like to see a legal requirement for all breeders to register for VAT, be compelled to display their registration details at all times and declare earnings to the Inland Revenue.
