No animal is left outside in extreme temperatures (0 degrees or below and 32 degrees or above for any longer than half an hour, not left outside unless insulated heated kennel. New tethering rules. And permanent animal bans at first cruelty offence and min of suspended sentence for 'mild' cases

Additional Information

There have been many occasions of animals left out in severe weather, causing mental trauma, aggression and death, not only that there has been occasions teathering has lead to strangulation of an animal.

Permanent bans are a necessity, yearly bans are unacceptable, if somone abuses an animal they should automatically lose the right to ever have ownership again, and fines are clearly not being as effective as needed or hoped, a minimum of a suspended sentence for 'mild' cases of abuse
