Re-instate hard shoulders on motorways
Put back hard shoulders on motorways where they have been removed and ensure all new stretches of motorway have hard shoulders.
"Smart" motorways, where hard shoulders have been removed, are very dangerous for the occupants of broken down vehicles. People have been killed, and more will be killed if the policy is not changed.
