Make fines proportionate to income

Petition Details

Most fines (traffic, parking, C19 violations) are only a deterrent or punishment to poorer people. The richest are virtually unaffected and thus live by different rules. This isn't fair
In order for fines to be an effective deterrent or punishment, they ought to apply to everyone proportionately

Additional Information

Firstly, explain why they have allowed such a discriminatory policy to exist this long.
Then pass legislation to outlaw 'absolute' fines and require all branches of government to adopt a proportionate method for levying fines. For instance facilitating access to HMRC information on an offender's income and agreeing an appropriate percentage dependent on all the usual conditions (severity, frequency etc)
