Stop People Profiting From Puppy Sales. Set Maximum Price To Cover Costs Only
By stopping people charging excessive money for puppies it would stop too many dogs being bred which would mean less abandoned dogs. It would also dramatically reduce or even eliminate dogs being stolen as it would take away the financial incentive of stealing dogs to order.

The Government e-Petitions Team gave the following reason:
We understand you want to limit the price that puppies are sold for, however this is a private matter between the breeder and the buyer. You could start a petition calling for increased regulation of the sale of puppies if that is something you'd like to happen.
