To allow a second Scottish Independence Referendum now that circumstances have materially changed.

Additional Information

Scotland voted overwhelmingly to remain in the European Union. Against the will of its people it has been dragged out of the EU. A second referendum was indicated should circumstances have materially changed. - They have.
