For the Department of Transport, the Highways Agency and local councils to adopt the Dutch methodology of transport design and engineering. Their attitude and culture should be to value pedestrians and cyclists and to stop discriminating against those who are less mobile due to age or disability. Their mission should be 'Go Dutch'.
