Stop the advertisement of animals which are "Free to a good home"

Additional Information

I want the government to make it illegal to for people to advertise their animals being sold for free. This results in people obtaining bait animals, fighting animals or simply just not having enough money to care for them properly. Animals are not worthless! So why just give them away to an uncertain future?
