The Government e-Petitions Team gave the following reason:
Cyclists are already legally required to have white front light, red rear light, red rear reflector and amber/yellow pedal reflectors when they are cycling between sunset and sunrise. Enforcement of these rules is a matter for local police.

We could accept a petition calling for the Government to increase fines for cycling offences, if that's what you want to happen.
