Increase and impose a tougher mandatory sentence to those caught stealing a dog.
Alter the sentencing guild lines to take into account the devastating effect on people of having their dog stolen.
To have a mandatory minimum sentence sufficient to deter.
Because thieves know it is a high reward little risk and consequence crime, the instances of dog theft have increased many fold.
