Start a full audit of the Scottish Government accounts for last 5 years to date.
To investigate all funding streams including Covid relief funding to establish where the funds have gone and to establish their use is within the parameters for which funding was intended. To explain also why any funds remain unallocated or not distributed and sight where the funds currently are.
I am concerned that funding is not going to the services, business and individuals for which it is intended. For example the UKGov Covid relief fund is reported to be in part still unallocated and businesses & individuals report not being supported.
