Ensure harsher punishment for dognappers
Introduce a custodian sentence
Animal theft is on the rise, with many people being assaulted in the street and having their beloved pets stolen from them in broad daylight, most people believe an animal to be part of the family and a beloved companion. There needs to be a harsher punishment for these cruel unnecessary crimes to discourage people from continuing this sick crime.
